You don’t specify why you want to reach out to these people but let’s say you have a product that you want to offer, so an effective way to reach out to people is to create an account on Instagram, populate it with the right content, prime it, in this case your product/art/craft. Add your website etc.
When adding your own posts use #hashtags (do a hashtag research, find the most common for your industry + long tail hashtags). You can use up to 30 per post, if done correctly this will expose you to the right audience.
You also want to create engagement, so comment, like, repost and ask questions from other accounts to your own.
Follow artists (people you want attention from) on Instagram, again engage with their content. Turn on notifications so you know when they post and comment.
